He is obviously trying to push his green process and is not familiar with liner technology. I am surprised a Rice Graduate would say something like this. PVC liners if properly installed provide excellent containment and resistance to by-products of lithium mining such as the brine salts and even boric acid. Liner systems can and do leak and that can be problematic depending on the solutions being contained - but the PVC is not toxic! Don't believe me - check out these links.
